I think Warlick uses "read" in its fullest sense - real reading involves complete comprehension or it's simply word recognition. The "new" literacy involves skills of locating the right information, understanding both its point of origin/biases and its structure, and evaluating its worth for the current problem. Not really new skills - new application of them.
